It is one of the 24 cities of historical importance protected by the State Council.
Luoyang was built in the 11th century B.C. From 770 B.C. it was the capital at one time or another of the Eastern Zhou, Eastern Han, Wei, Western Jin, Northern Wei, Sui, Tang, Later Liang, and Later Tang dynasties. The imperials moved here frequently because of drought in Xi'an, a city they preferred.
Because there are hills on three sides, it was relatively easy to defend, and whoever wanted to control western Henan had to take Luoyang.
